Duty and job

According to the public good and conscience, the local council member does his/her duty faithfully.
This has important meaning because it also can be limits of party restric-tion for the council member.

Duty for the public good and conscience

The local council member must be clean and keep the dignity. So the member cannot take any kind of entertainment, unfair and unjust interests related to the duty directly or indirectly.
This duty includes private life. If the member violates this duty, he/she can be punished in the council.

Duty for clean and keeping dignity

The local council is the collegiate organ. So a certain numbers of the member must attend for the meeting to vote.
The member must attend to the main meeting, committee, small committee. And also the member is public servant so tries best to do his/her job.

Duty for attending and doing job sincerely

The member never takes profit from autonomy and public body's contract or treats by using the status, or request employment for the 3rd person. It means that the local council member must not request or pursue economic profit by using the status as the member.

Duty for not abusing the authorities

The member cannot hold other jobs like national assembly member, other council's member, public official, and full-time employee in agriculture, fishery, livestock, and forest cooperatives. And the member cannot have business for profit with the local government or public body, and become the transferee or manager for related facilities.
If the member gets these jobs, he/she may resign. And if the member violates these regulations, he/she will be punished. These regulations are for fairness and rationality of the member.

Other duties for the status as the council member

The local council member has duty for keeping orders in the main meeting or committee. If the member violates the council meeting rules with remark or behavior and breaks no squares, the chairman can order to stop or retract remark. If the member does not obey, this member cannot speak or can be out of the meeting.
And the member cannot insult other people, talk about other's private life, and disturb other member's remark. And the member also cannot go up onto the platform in the meeting without the chairman's permission. If the member violates these regulations, he/she should be punished.
